Innovation policy trends

INNO Policy TrendChart produced a report on "Innovation policy trends" in the EU" in 2011.

The objective of the ‘Innovation policy trends in the EU’ report is

  • to identify trends in innovation policy and the most recent key challenges;
  • to give an overview on recently introduced or planned innovation policy measures and to ascertain if there are any observable patterns;
  • to provide insights into new implementation mechanisms;
  • to analyse governance practices both at national and trans-European level.

Previous reports :

  • The global financial crisis of 2008 and 2009 hit the industrialised world, including the EU-27, hard in economic terms. Credit shortages and falls in property prices and stock markets reinforced a slump in business and consumer confidence that fell to unprecedented lows. The European Innovation Progress Report 2009 begins by examining the effects of the 2008-09 financial crisis on innovation strategies and policies in the EU-27 and associated and candidate countries. The report then takes an in-depth look at the patterns and trends in governance of innovation policy and provides the first in-depth analysis of public budgets for innovation based on the budgetary data collected for over 1000 innovation policy measures by the country correspondents. Finally, the reprot examines the trends in innovation policy in five countries (representative of the EIS country groups plus Turkey as an EU candidate country) over the last decade in order to chart the way in which innovation policy has progressed.

  • The European Innovation Progress Report 2008 analyses challenges and policy responses from the perspective of a typology of failures in innovation systems, aiming to shed new light on the relevance of innovation policy objectives and responses in the EU-27 Member States. The comparison of innovation policy and governance at the levels of EIS country groups (innovation leaders, innovation followers, moderate innovators and catching-up countries) reveals differences in their perceptions of challenges and their approach to policy design and targeting. Further to the policy and governance sections, there is an interesting analysis of the thematic foci of the INNO Policy TrendChart country reports for 2008, namely, Support for Innovative Start-ups and Gazelles and Policies in Support of Creativity and Innovation.

  • The European Innovation Progress Report 2006 provides a summary of the European Innovation Scoreboard results for 2005 and identifies key challenges for innovation policy makers based on the EIS results and the country reporting of the policy monitoring network. It then appraises how well national governments respond to these challenges by introducing or adapting appropriate policy measures. The Report also comments on different innovation governance structures and highlights examples of good practice. A set of country briefs analysing the key national innovation challenges and policy responses completes the overview of the progress made in European innovation policy in the past year.

  • Innovation Policy in Europe 2004 provides an overview of the challenge faced by the EU25 Member States in improving the innovation performance of their economies. It then details the policy-mix and implementation practices in the EU25 to respond to these challenges. Finally, it provides a comparative benchmark against which innovation policy in the EU25 can be compared with that in place in the Associated and Candidate States in Europe, as well as in three other key trading partner regions (North American Free Trade Organisation and Brazil, the Mediterranean countries and nine countries in Asia).

  • In 2003, the Innovation Policy in Europe report was not published. Instead, the 2003 Annual Report on the TrendChart exercise itself was produced to reflect on four years of operation of the TrendChart's products and services. It presented selected findings from reports and workshops and previewed future development for the period 2004 onwards.
