Abstract: 

The key objective of the IPPS project is to advance service-related innovation policy and programme development in Member States and in individual regions. It is designed to create a common roadmap that will lead to a better knowledge of the possibilities to prepare joint-activities at trans-national level in service-related innovation.

Overview: 

The key objective of the project is to advance service-related innovation policy and programme development in Member States and individual regions. Despite the increasing significance of services in the economy, national innovation policies still tend to sideline services. Companies in the service sector generally do not tend to be very active participants in government-sponsored innovation programmes.

There is a clear need for a better understanding of policies, programmes and instruments that can facilitate service-related innovations. This project is designed to create a common roadmap that will lead to a better knowledge of the possibilities to prepare joint-activities at trans-national level in service-related innovation. It is also intended to raise the awareness of possible barriers to such activities and to identify suitable and eligible partners for trans-national cooperation.

Key activities: 

The project has five operational objectives and milestones:

  • To create a trans-national co-operation network (Expert Focus Group) consisting of responsible national and regional Ministries and Innovation Agencies.
  • To carry out mapping studies on existing national and regional service-related innovation policies, programmes and instruments.
  • To produce a final report that focuses on possibilities and potential barriers to transnational cooperation.
  • To disseminate results and good practices to a wider innovation community.
  • To prepare and eventually make a well reasoned decision on whether to set up an INNO-Net in the area of service innovation.
Expected impact: 

The European added value of the IPPS project is that it corresponds to an urgent EU-wide need that has so far not been addressed very comprehensively. There is currently no trans-national framework for national programmes through which such an initiative could take place. The IPPS project will set the process in motion and encourage more developments in this area at European level. The implementation of the project at European level will significantly increase the scale of the work that can be carried out in the area of services-related innovation. The project will also have wider impacts which could benefit all Member States as the early introduction of effective service innovation policies and programmes can yield significant and highly positive socio-economic benefits in Member States and European regions.
