Abstract:

The INNO-DEAL project is inspired by the ever stronger need for European regions to find common ways to generate growth and to create strategic synergies by sharing experiences and bringing their recommendations to the attention of European authorities at all levels. It is designed to help regions to develop their trans-regional cooperation activities to share experiences, visions and instruments to improve their economic performance.

Overview:

In order to withstand the pressures of globalisation, European regions increasingly develop their trans-regional cooperation activities in many strategic sectors to share experiences, visions and instruments to improve their economic performance.

The INNO-DEAL project is inspired by the ever stronger need for European regions to find common ways to generate growth and to create strategic synergies by sharing experiences and bringing their recommendations to the attention of European authorities at all levels.

INNO-DEAL gathers 12 different regions from 12 European countries in order to:

  • Create the conditions for a systematic exchange of experiences and good practices
  • Develop a mutual learning cycle for regional programmes, based on reciprocal mentoring schemes
  • Structure a common ground for cooperation and for the implementation of joint programmes for trans-regional innovation activities.
Key activities:

INNO-DEAL will focus on five main activities:

  • An analysis of the existing good practices based on intermediate results produced by Strand 2 INNOV 4 projects, together with other findings resulting from projects financed by Gate2Growth, PAXIS, EUROPE INNOVA and ERA-NET.
  • A benchmark analysis of 20 transferable best practices.
  • A foresight and detection analysis of actions for the development of new mutual schemes.
  • The implementation of at least four pilot actions for the transfer of good practices.
  • Dissemination events organised throughout the entire lifetime of the project and involving representatives of the regional Innovation Programme Managers.

These activities are so designed as to create an “IDEAMutual Learning Cycle” allowing activities to be replicated if new needs arise. The cycle consists of five as illustrated in the chart.

Expected impact:

Acting as a catalyst for new funding schemes that support SMEs, the INNO-DEAL project will have implications for individual regional funding programmes. INNO-DEAL will develop and follow the “IDEAMutual Learning Cycle” to create a circular chain of actions. This methodology will enable a continuous replication of best practice examples as and when new needs are identified. It therefore contributes to the development of a sustainable and autonomous system that creates or broadens the transferability of good practices throughout Europe.

INNO-DEAL will build on the analyses of the experiences of the participating programme managers and on the good practices already identified at regional level. It will facilitate the transfer of good practices while at the same time leading to the creation of a solid network for the mobilisation, networking and support of regional innovation programme managers.

Furthermore, a co-ordination agreement / memorandum of understanding is expected to be signed by regions of different countries in order to open up new possibilities for the support and development of SMEs at trans-regional level.
