Abstract: 
In view of the discrepancy between the need for transnational innovation and the offer of national programmes, the DEFINE project aims to encourage the formulation of a policy response that is more adapted to transnational innovation processes in value-chains. It thus intends to better use the innovation possibilities possibilities of the transnational system, which are currently not fully exploited.
Overview: 

Innovation takes place in transnational value chains, mainly along the customer-supplier production lines. The different national research institute systems are parts of this structure, but their strategies and financial capabilities tend to limit their activities to initiatives within the national borders. This is the result of the national orientation of support programmes. As a result, there is a discrepancy between the need for transnational innovation and the offer of national programmes. Consequently, the possibilities of the transnational system are not fully exploited, which, in turn, hampers competitiveness at European and national level.

The project therefore aims to encourage the formulation of a policy response that is more adapted to transnational innovation processes in value-chains.

Key activities: 
A number of expert workshops serve to reach a common understanding of the specific circumstances in the participating Member States and their implications for a common policy response. They should result in a commitment to a strong European partnership addressing the relevant aspects of innovation in transnational value-chains together.
Expected impact: 
The DEFINE project will deliver improved programme support for higher R&D investment and better innovation processes in SMEs and RTOs active in transnational value chains, thus helping to increase European competitiveness.
