To establish a trans-national "think-tank" on future innovation policy strategies addressing the challenges of a "service oriented" society
- To establish, as a follow-up of the upcoming European Cluster Memorandum, trans-national cooperation between cluster programmes in view to maintain Europe's international attractiveness by making optimal use of the best assets and competences across European regions
- To establish a European platform to enter into a social dialogue on how to make better use of all talents in Europe for innovation, taking into account demographical developments and immigration
- To establish a European platform with innovation and environmental agencies across Europe to improve trans-national policy cross-fertilisation in the area of eco-innovation and sustainable development
