Overview of Innovation Policy
Despite its good economic performance (highest GDP per capita in PPS in Europe, high GDP growth rate, low unemployment rate), Luxembourg displays significant weaknesses in innovation performance.
The EIS indicators in 2004 highlighted many areas where Luxembourg is below the EU25 average: public R&D expenditure (but the trend is reversing), engineering graduates; share of manufacturing value-added in high-tech sectors; employment rate in the high-tech sector; high-tech patenting.
The main strengths of the country are the number of non-high-tech patent applications and the number of service sector SMEs that innovate in-house. Luxembourg is also above the EU average regarding business R&D expenditure, SMEs innovating in-house, Internet access and use of ICT.
Two key ministries are involved in R&D and innovation policy: the Ministry of the Economy and Foreign Trade in charge of innovation policy in the private sector and the Ministry of Culture, Higher Education and Research responsible for the public sector. The Ministry of Small and Medium-sized Businesses, Tourism and Housing, has from now a role in the innovation governance system since it is in charge of the implementation of a new innovation R&D scheme for the Small and Medium-sized Businesses sector.
The current national objectives in innovation policy are to raise investments in R&D to 3% of GDP (increase of public expenditure in R&D); to strengthen innovation in SMEs (set up of an innovation incentive scheme for companies from the Small and Medium-sized businesses sector) ; to foster entrepreneurship (action plan "undertake in Luxembourg"); to increase the number of graduates in Sciences and engineering (creation in 2003 of the University of Luxembourg).
