Improving cluster infrastructure through policy actions

The CLUNET INNO-Net project, together with a number of associate members of the European Cluster Alliance (ECA), have prepared a report on improving cluster infrastructure through cluster policy.

The report puts forward and tests a cluster support environment model that is not a one-size-fits-all model. Instead, it is one that can be tailored, developed in part or in totality for regions either embarking on cluster development in their infancy or looking to move forward to a more mature cluster policy.

CLUSTER Policy Guideline

We believe that clusters are a unifying policy tool for European innovation stakeholders and that they can form the basis of a common policy exchange language amongst regional partners and form the basis of sustainable trans-national policy co-operation. CLUNET began with a series of co-operation, learning and networking activities between leading policy and programme managers based not only on their own experiences but also on the best practices developed in Paxis and G2G. The results of this exercise have been collated within this “Cluster Policy Guidelines” report. We hope this mapping exercise will facilitate the classification of the cluster policy experience for any European region whether they are at the beginner stage, intermediate stage or already experienced in cluster development.
