To date, it has not been addressed sufficiently by previous innovation studies whether and by which market or system failures organisational and marketing innovation are particularly affected and how policy support can be legitimised against this background. This study thus explicitly deals with the question whether and to what extend organisational and marketing innovation are affected by “market failures” on the one hand, or “systemic failures” on the other hand.

This study will summarize patterns of internationalisation of the knowledge-creating and knowledge-sourcing activities of multinational enterprises and provide new evidence on the complementarity or substitutability between the R&D activities of the headquarters and its foreign affiliates. It will investigate the role of foreign ownership and other forms of cross-border collaborations in the creation of new knowledge or the diffusion of existing knowledge.

Some strands of innovation theory make a distinction between ‘incremental’ and ‘disruptive’ (or ‘radical’) innovation. The term disruptive innovation is widely used today in the sense introduced originally as ‘disruptive technology’ by Christensen (1997). The OECD's Oslo Manual defines an innovation as ‘disruptive’ if it has a significant impact on a market and on the economic activity of firms in that market, up to the point that new markets are created while existing markets or products may be rendered obsolete.

This workshop is to discuss the concept of disruptive innovation with a view to possible implications for the competitiveness of the European industry and for innovation policy design. The workshop will focus on three sectors which are all very important for the European economy:

  • the chemical industry
  • the automotive industry
  • tourism The workshop will aim to identify disruptive trends in each of these industries and discuss possible impacts for the various actors in the sector’s value network.

The workshop is organised in the context of INNO-Grips, the innovation policy strand of the PRO INNO Europe portal, the European Commission's focal point for innovation policy analysis and policy cooperation in Europe.

Workshop objectives

The workshop was attended by about 25 innovation experts, including representatives of the European Commission, national ministries and governmental agencies as well as economists, consultants and business representatives. It addressed the following questions:

  • What are the main trends in service innovation in Europe and beyond?
  • What is the role of policy in this context: can/shall policy aim to encourage and promote innovation in services? Is there a need for service-specific policy within innovation policy? If so:
  • Which instruments are most suitable for services?

In recent years there has been an increased interest of policy makers in Europe and around the world to foster high-growth enterprises. These enterprises are seen as important drivers of economic growth, employment and social well-being. Europe has performed relatively badly in generating high-growth innovative companies compared to the US and also to some Asian economies. Therefore Europe is eager to find effective ways to promote high-growth enterprises. However, there is uncertainty about how to best design related policy measures in order to reach the desired impact.

Innovation policy – a powerful toolbox for mitigating climate change

Maastricht, Brussels, 15 April 2011 – Today a new report on “Integrated Innovation Policy for an Integrated Problem: Addressing Climate Change, Resource Scarcity and Demographic Change to 2030”was released. The report concludes that a continuous, coherent, forward-looking process of adaptive policymakingwill be vital to a successful energy transition.

About 30 experts, including policy makers, economists and representatives of industry and innovation intermediaries participated in this event. The workshop discussed whether there is a case for applying innovation policy in a proactive way to recover faster from economic downturns. It addressed the following specific questions:

  1. What is the pattern of innovation activity during the cycle? How do economic downturns affect investments in innovation in different sectors and countries? 
  2. Should the design of innovation policy consider business cycles? Can innovation policy be an effective measure to foster economic recovery in a recession? 
  3. What are critical success factors to be considered in this context? Which policy instruments in specific can be recommended to this end?
