Innovation in Services
The European Commission''s Directorate-Generale Enterprise is organising a policy workshop on the topic "Innovation in Services” This workshop will be held on June 19 and 20 2006 in Porvoo, Finland (approx. 50 km from Helsinki) and is hosted by the Finnish Funding Agency for Technology and Innovation TEKES.
In many developed countries, the services sector has a growing role in the economy in terms of contribution to employment and GDP and it therefore gained increasing attention from researchers and policymakers. Although the significance of services in the economy is also reflected in its increasing innovative activity, several studies suggest that many challenges need to be addressed in order to further strengthen the potential of services and foster employment, productivity and innovation. The European Commission recognises this and is currently defining a policy strategy to better understand the importance and role of innovation in services and to promote innovative services in the EU.
The purpose of this workshop is to support the European Commission in the preparation of this policy strategy, to be presented in a Communication in October/November 2006. In particular, this Communication will assess the need to adapt existing tools and instruments in support of innovation, with the view to better taking into account the specific innovation patterns in services.
The core questions of the workshop are the following:
- What are drivers and barriers of innovation in services, and in what way can these be addressed within the framework of innovation policy?
- What can we learn from surveys and studies that have been conducted in this field?
- What lessons can be learned from national and trans-national policy measures and programmes for services innovation, and what is their applicability and effectiveness in the services context?
- What can we learn for the development of effective policy
initiatives? - How can existing European policy tools be improved to have sufficient effects on innovation in services? What are the possibilities to develop new< measures or support services (e.g. related to R&D, access to finance, IPR and State aid/tax incentives),
- what information is needed to develop this?
The workshop is a ‘by invitation only’ event. To ensure interactive learning between the participants the number of participants is limited. Invitations will come from DG Enterprise and Industry.
