The Innovation Gap between EU & US: Myth or Reality?

The European Commission''''s Directorate-Generale Enterprise is organising a workshop to look in more detail into the innovation gap between Europe and the United States. This workshop ?the innovation gap between EU and US: myth or reality? will be held in Brussels on 15-16 November 2005.

In Europe it is perceived that innovation performance (in terms of scientific input, public and private R&D expenditures, entrepreneurship, availability of risk capital, etc) is low compared to the US. The objective of the workshop is to understand better the drivers behind innovation performance in both global regions. What are strengths and weaknesses of US and EU innovation system? How are bottlenecks addressed by innovation policy? Is feasible to adopt American policy concepts in Europe and vice versa? The scoping paper and the background report ?evaluating and comparing the innovation performance of US and Europe? written by G. Dosi et al provide more information on the scope and background of this workshop and can be downloaded on this site.

Three topics will be explores in more detail:

  1. Statistical analysis ? what is behind the figures? Compare EU & US innovation performance based on the European Innovation Scoreboard and other common indicators. Identify strengths and weaknesses of both areas. Identify the drivers of these strengths and weaknesses.
  2. Cluster mapping and policy. What is the state of the art of cluster mapping in Europe and in the US (which methodologies are applied, which approaches, return of experience)? How cluster mapping is or has been used to develop cluster policy. Examples from ICT clusters will be developed.
  3. Trends in innovation policy. What are the emerging policies, instruments on both sides? Is there a different policy mix?
