The future of the European Innovation Scoreboard - Luxembourg 24-25 Februari 2003

The European Innovation Scoreboard of the Trend Chart project attracts considerable interest from the policy world, the research community and the media. The Trend Chart Policy Workshop held on 24 and 25 February in Luxembourg was an occasion to take stock of three years of experience and to present and discuss short and medium term options how to improve the European Innovation Scoreboard (EIS) and its effectiveness as a policy guide.
The workshop offered a platform for discussion bringing together the main users of the EIS i.e. policy makers, the EIS authors and other statisticians and indicator experts. The objective was to collect comments and reactions of the participants concerning the various options submitted to them on possible changes to bring to the EIS.

The delegates expressed opinions on the following topics:

  1. The measurement of the impact of innovation on growth, and the specific contribution of the EIS
  2. Options to better account for country differences such as size, demography, and baseline economic conditions
  3. Options to take into account innovativeness in low/medium technology sectors, and service sectors
  4. Options to account for organisational and non-R&D based innovation

Methodological issues, and available indicators were discussed in depth. Specific matters relevant for the case of Candidate countries and for the improvement of a regional scoreboard, two new developments proposed by the 2002 version of the EIS were also debated.
Overall, the workshop helped identify guidelines along which the EIS should develop in the future, thus contributing to the strengthening of the statistical basis for policy making in the field of innovation.
