How to improve innovation policy governance in Europe. The European Trend Chart on Innovation will organise a policy workshop on "a European Innovation Agency - How to improve innovation policy governance in Europe?” to be held on 5 and 6 April in The Hague (The Netherlands). 

The objective of the workshop will be to collect feedback from innovation actors in Europe to support the Commission services in exploring best ways to improve innovation governance at EU level.

In Europe, innovation has been high on the policy agenda for several years now, as its impact on competitiveness and growth is widely accepted. The best governance system to foster innovation has not yet been intensively discussed, nevertheless several proposals have been put forward. The recent Aho report  calls for a Pact for Research and Innovation, with an independent monitoring panel to report annually on progress in relation to the Pact. The French president Jacques Chirac called for the creation of a European Innovation Agency on the 30th August 2005, following the creation of the French Agency for Industrial Innovation. The question remains, what would be the best innovation governance system?

The core questions to be discussed at the workshop are the following:

  • Would it be an asset to have a stronger innovation governance at the European level or are current forms of (trans-national) collaboration satisfactory?
  • Would it be an asset to have a European Innovation Agency?
  • What lessons can be learned from national models when discussing the need for a European Innovation Agency? Which national models could be followed or give inspiration for the establishment of a future European Innovation Agency?
  • Which responsibilities should be delegated to this Agency and which should remain EC responsibility? What would be the link with the national agencies?
  • On the very short term, which co-ordination mechanisms are recommended to improve the efficiency of European innovation activities, such as Europe INNOVA and PRO INNO Europe?

The workshop is a ‘by invitation only’ event. To ensure interactive learning between the participants the number of participants is limited. Invitations will come from DG Enterprise and Industry.
