Data Collection Results
Our basis for evaluated innovation policy measures is the INNO-Policy TrendChart Policy Measures Database. As of January 2008 this contained 618 published innovation policy measures for the 25 EU Member State countries on which our study focuses. Of these, 293 policy measures contained information that they had been “evaluated during last five years”.
Our team has already identified some additional measures not included in the INNO-Policy TrendChart Database yet which are known to be evaluated innovation policy measures. As some of the measures can have multiple appraisals, our data analysis revealed a total of 249 appraisals for these 293 policy measures. For these 249 appraisals, we were able to obtain 242 reports for all of which we completed a pre-filled template. Subsequently, 216 pre-filled templates were sent to policy makers for verification and completion. This generated responses for 146 of them giving us a response rate of 68%.
As of September 2009, we have finalised our data collection except for Finland and Sweden which are to be completed very soon. A breakdown of these appraisals according to their countries is presented in the table below.

INNO-Appraisal project has recently organised a workshop to present its data collection results and to discuss the in depth case studies still being conducted. The workshop took place in Brussels on 24-25 September 2009 with the participation of external participants mainly from ministries and innovation policy agencies from 9 different countries (Austria, Belgium, France, Germany, Greece, Italy, Spain, Turkey, UK), as well as representatives from EU DG Research and the OECD.
